This is absolute bull shit. I am a retired corrections officer and Internal Affairs would be investigating him. If he had repeated complaints about abuse or cuffing to tightly. Cuffing to tightly can cause nerve damage to the area around the wrist. Most departments don't even allow cuff twist now days. For this reason. A cuff twist is where you have one cuff on and twist it which causes a lot of pain and makes the prisoner comply.
