Oh the previous comment hits it on the head. FWB is a stupid thing; it does not seek to grow a relationship but rather set rules about what you (or he) should do. Worse yet, it is not bringing you joy (except perhaps in the sheets). Either cut him off, cut him loose, or suck up to the fact that you are choosing this.
