Consult a professional (therapist, pychiatrist, AA)about doing an intervention with your sister. Something has driven her to this and she needs your love and help. An intervention may help her realize what she doesn't right now, that she is loved and important and has support.

My brother in law is an alcoholic. His wife used to give my husband beer at a time when he was trying to stop drinking. I hated her for that but her husband became a much worse off alkie than my husband ever was. she got it back X 10.

This reminded me of my sister... Every time she showed up high or drunk, I made her leave and didn't enable her. She has been sober for a year now and is such a beautiful and loving person. I hope this happens for you too.
